Informed by regional interviews, surveys, and stakeholder engagement, it offers seven recommendations: strengthen eligibility, support workforce sustainability, improve funding allocation, broaden journalism roles, establish evaluation mechanisms, reduce regulatory burden for small publishers, and ensure transparency and accountability.
