This report sets out the mounting financial pressures facing Australia’s universities and the implications for national education, research and productivity. It shows how nearly a decade of policy change, declining real per-student funding, tighter international student settings and rising research costs have eroded operating surpluses and constrained investment in infrastructure and innovation.

This paper posits that Australia’s fragmented research system and shrinking research workforce is undermining national productivity. Funding is too fragmented, the rules are too complicated and there is a lack of coordination across government. The paper suggests that aligning similar programs under the same portfolio – and linking strategy to delivery – is common sense.

To sustain a strong research workforce and maintain competitive research standards, this report argues Australia must implement policies and resources that attract and support talented PhD candidates.
