Understanding the role of price caps in NDIS markets


Price caps are a core regulatory tool of the National Disability Insurance Scheme (NDIS). This paper examines how market prices and service volumes responded to the July 2025 NDIS price caps adjustments. The results suggest that price cap adjustments affect both expenditure and service provision, highlighting a trade-off that warrants ongoing monitoring of provider behaviour.

Death of a salesperson: the decline in self-employment in the 21st century


Australia’s self-employment rate has fallen sharply since the early 2000s. This report shows a fall in unincorporated self-employment aligns closely with changing labour market incentives. Unincorporated businesses that employ workers experienced the greatest decline, while solo self-employment fell modestly and the share of company owners grew. The patterns are interpreted as reflecting two broad trends.

The spending trends outlined in this report highlight that Australia’s fiscal system is inconsistent and inflexible. The analysis points to six potential issues in current policy setting processes.
