This paper seeks to explore the nature and structure of accountability that will serve the rights, interests and wellbeing of Aboriginal and Torres Strait Islander children and young people, both within the child protection system, and more broadly. It presents two complementary accountability mechanisms for the New South Wales Government to address current shortcomings.

The annual Family is Culture Community Report Card has been developed to provide an independent, Aboriginal community perspective on the NSW Government’s implementation of the 2019 Family Is Culture Review Report (FIC Review Report) recommendations. The key issues highlighted are system failures, ineffective transitions to Aboriginal community-controlled organisations, and neglected early intervention funding.

This case studies in this report will inform policymakers and the general public about the challenges facing Aboriginal children and their families in the child protection system.
