Workplace surveillance has accelerated in recent years in Victoria. Over this time, privacy and surveillance laws have not kept pace. This report outlines the extent to which surveillance data is being utilised in Victorian workplaces. It recommends Victoria introduce new workplace surveillance laws that are technology neutral and ensure surveillance is reasonable, necessary and proportionate.

This inquiry specifically focused on vulnerable road users—those who are the least protected and most at risk on the road—such as pedestrians, cyclists and motorcyclists. In 2023, they made up 36% of all lives lost on Victorian roads, and in 2022 they made up almost half (47%).

Victoria is facing a shortage of skilled workers in several sectors, including healthcare, community services, engineering, teaching, digital and technology, construction and agriculture. This inquiry examines how Victorian universities can play a greater role to support the pipeline of skilled workers in government priority areas.

This inquiry’s terms of reference asked the Committee to examine the adequacy of Commonwealth support for Victoria, specifically Victoria’s GST share and the impact of the end of the no-worse-off guarantee.

The recommendations in this report aim to break down employment barriers through tailored and flexible support and collaboration between employers, service providers, educators and government.
