The framework outlines standards for high-quality written policy and advice, structured around four key elements: context, analysis, advice and action. It provides guidance on how to meet these standards at each stage of policy development. 

The framework supports agencies in assessing and improving the quality and fitness-for-purpose of their written advice, whether it is intended for ministers, Cabinet, or other decision-makers. It also recognises that advice may be developed jointly with other agencies and that not all standards will apply in every case. 

While primarily focused on written products, the framework encourages oral advice to reflect the same principles, even if not all details are applicable.
