These guidelines provide a structured approach to developing and implementing effective policy documents within the healthcare system. They set out a seven-step process to guide policy authors from initial concept to implementation. 

Key steps include: defining the policy’s intent, identifying the target audience, and clarifying desired outcomes –  whether awareness, knowledge transfer, or behaviour change. 

The guidelines emphasise the importance of assessing the policy’s impact, identifying gaps in staff knowledge or behaviour and selecting appropriate educational strategies to address these gaps. 

Communication planning is critical, with recommendations for tailoring messages and delivery methods to suit different audiences. The final step involves creating a clear implementation plan, including communication objectives, stakeholder engagement, and evaluation strategies. 

The guidelines also incorporate behavioural insights using the EAST framework – Make it Easy, Attractive, Social, and Timely – to enhance policy effectiveness.
