This discussion paper focuses on the broad range of stakeholders in Australia’s vocational education and training (VET) sector, in particular the three key ones: industry, registered training providers, and VET students and apprentices. The paper discusses the needs and interests of each stakeholder, how these are met and some of the challenges faced.

'Diverse voices in VET' is the theme for the 34th National Vocational Education and Training research conference ‘No Frills.’ The 2025 conference provides a forum to reflect on and promote dialogue on the broad diversity of the VET sector – its offerings, stakeholders, training providers and student cohorts – and to foster debate on both the challenges and opportunities currently confronting the sector.

This discussion paper reflects on these issues, specifically, the diversity of the VET sector and the ways in which the voices and needs of the various stakeholders are heard, and demonstrates how stakeholder engagement can contribute to innovative policies, practices and programs that fulfil student ambitions and meet workforce skill gaps.

Including the voices and contributions of a range of stakeholders will ensure the VET sector meets the needs of a diverse population and plays a role in the development of a resilient and adaptable workforce.
