The Australian Universities Accord Panel has released this discussion paper outlining the fundamental challenges facing the Australian higher education sector.

The paper is structured around a series of prompt questions which span the Accord's terms of reference. These questions are intended to stimulate discussion about how government, the sector, and other relevant stakeholders can work together to deliver a higher education system that meets the current and future needs of the nation.

Responses to the discussion paper will help inform the panel’s final report to the Federal Education Minister.
