Description

The report on government services (RoGS) provides information on the equity, effectiveness and efficiency of government services in Australia. This report provides performance reporting for aged care services, services for people with disability, child protection services and youth justice services. It includes a summary of government expenditure in the sector.

Detailed information on the equity, effectiveness and efficiency of service provision and the achievement of outcomes for these service areas is contained in service-specific sections of the report. Each of these sections includes the context, indicator framework, indicator results, indigenous data and explanatory material of the service area.

Aged care services

  • Carers of people aged 65 years and over reported a range of barriers to accessing services, including poor service co-ordination (29%), lack of service availability (39%) and long waiting times (45%).
  • The rate of all hospital patient days used by patients waiting for residential aged care was 13.2 per 1,000 patient days.
  • 42% of older people entered residential aged care within 3 months of their approval Aged Care Assessment Team approval.
  • The Aged Care Quality and Safety Commission received 9,559 in‑scope complaints.

Services for people with disability

  • 39% of people aged 0-64 years reported a need for more formal assistance than they are currently receiving.
  • 35% of primary carers of people aged 0-64 years reported a need for further assistance in their caring roles.
  • In 2024, average committed supports, per NDIS participant, was $80,000, similar to $77,000 in 2019.
  • In 2022, the employment rate for people with disability aged 15-64 years was 56.1%, while the employment rate for the general population aged 15-64 years was 77.4%.

Child protection services

  • 88% of children aged 0–17 years in out‑of‑home care were in home‑based care.
  • The proportion of children in out of home care who were placed with relatives or kin was 55%, slightly lower for Aboriginal and Torres Strait Islander children (54%) compared to non Indigenous children (56%).
  • 88% of children required to have a current documented and approved case plan, had such a plan.
  • The cost per report to child protection ranged from $182 to $420 (this unit cost is not applicable or available for all jurisdictions); and the cost per notification investigated ranged from $1,548 to $6,899 (excluding the Northern Territory).
  • NAPLAN results for children in care were lower than for all students.

Youth justice services

  • There were 37 incidents of self‑harm or attempted suicide requiring hospitalisation.
  • The average cost per day per young person subject to detention‑based supervision was $3,320. This data varies across jurisdictions.
  • Excluding the Northern Territory, the average cost per day per young person subject to community‑based supervision was $381. This data varies across jurisdictions.
  • Excluding the Northern Territory, 86% of community‑based supervision orders were successfully completed in 2023‑24.
  • 57% of young people aged 10–16 years at the time of release from sentenced supervision in 2021‑22 returned within 12 months.
