  3. Strengthen digital infrastructure by creating the National Data Library and a Digital Backbone.
  4. Elevate digital leadership and invest in digital talent by ensuring all public sector organisations have a digital leader.
  5. Reform the government's funding approach by launching tailored funding models for digital products and services.
  6. Commit to transparency and drive accountability by working in the open and publishing metrics.
