This report outlines different models of incentivising diversity across Australia’s screen industries. It proposes four models to encourage the screen sector to employ more people who identify as women, culturally and linguistically diverse (CALD), First Nations Australians, LGBTIQ+, and people with a disability, and in doing so improve the representation of all Australians in the sector. 

The report is informed by an analysis of existing screen diversity policy mechanisms and initiatives from the US, the UK, and Europe. It identifies potential mechanisms for Australian Federal legislative and regulatory framework changes. The four key proposals put forward in this report are: 

  1. diversity criteria adopted as minimum standards 
  2. a capped grant for productions meeting certain diversity criteria 
  3. diversity criteria added to the existing Federal Tax Offsets scheme 
  4. a new Diversity Tax Offset.
