Great responsibility: report on the 2019 pilot inspection of the Adelaide Youth Training Centre (Kurlana Tapa Youth Justice Centre)
The Adelaide Youth Training Centre (now called Kurlana Tapa Youth Justice Centre) is South Australia’s only youth justice detention centre.
The Training Centre Visitor (TCV) promotes and protects the interests and rights of children and young people detained at the Adelaide Youth Training Centre by conducting regular visits, advocacy, and now, an inspection.
In November 2019 the TCV undertook the pilot inspection of the Adelaide Youth Training Centre as required by the Youth Justice Administration Act 2016 (SA). This report represents the culmination of two years of development since the TCV role commenced in 2017.
The chief objects of the Training Centre are to promote the rehabilitation of these children and young people, help realise their potential and support their reintegration with the community. The governing legislation also requires adequate arrangements for their physical, psychological and emotional wellbeing and for their social, cultural, educational and vocational development.
The TCV evaluated the performance of the Training Centre against 10 pilot standards, with each supported by a series of indicators.
In addition to the findings against the indicators and standards, the report contains commentary, observations and suggestions that may contribute to an understanding of the experience of children and young people in the Adelaide Youth Training Centre and serve to stimulate constructive discussion about how best to meet the objectives of the Act.
